What a Rome rishta actually involves

For families settled here and for families in Pakistan weighing a Rome proposal. None of this is legal advice; the comune, the Questura, the Prefettura and the Sportello Unico are the authorities that govern. Confirm anything you intend to rely on.

The eastern arc, Ostia, and a pool one fifth the size

Rome’s Pakistani geography follows the old eastern working-class belt. Torpignattara and Centocelle sit just inside and around the ring road, dense and mixed, with the grocers and phone shops; Tor Bella Monaca is further out and cheaper; Ostia is thirty kilometres away on the coast and feels like another town, which for administrative purposes it nearly is, since Rome is divided into municipi that handle much of the counter work.

The honest point about scale belongs here rather than buried. With 9,440 Pakistani residents in the whole of Lazio, Rome is a community where a family looking for a narrow combination — a particular biradari, a particular sect, a particular profession, a particular age — will exhaust the local list quickly. That is not a reason to be gloomy. It is a reason to open the country filter in the first week rather than the sixth, and to treat Milan and Brescia as part of the search rather than a concession.

What Rome does have is a capital’s institutions and a capital’s mix. Our members here include restaurant and hotel staff, market traders, drivers and couriers, shopkeepers, mechanics and a steadily growing number of second-generation graduates. Search Rome, leave the area field open so the municipi and Ostia all come through, and then widen north.

The embassy is here, and so is the Prefettura

Pakistan maintains its Embassy in Rome, with a Consulate General in Milan that handles attestation for the north. For a Rome family that geography is a quiet but real advantage, and it shows up at exactly one moment: the nulla osta.

To marry in Italy a Pakistani national needs a nulla osta under Article 116 of the Civil Code, stating that there is no impediment under Pakistani law. Where that document is issued by the Pakistani mission in Italy, its signature then has to be legalised by the Prefettura. In Rome both of those offices are in the same city, so what is a two-stage postal exercise for a family in Brescia or Bologna is two appointments here. If a wedding is being planned between a Rome household and a northern one, it is often simpler to run the nulla osta through Rome.

Confirm which mission covers your province before travelling, because the division of jurisdiction between Rome and Milan is set by the missions and does change. And know the limits: the embassy can attest and certify, but it cannot shorten the comune’s thirty days, cannot produce the housing certificate, and cannot turn a religious ceremony into an Italian marriage.

A service-economy income, and what documented actually means

This is the specifically Roman problem, and it is the mirror image of Brescia’s advantage.

Family reunification in Italy turns on an income measured against the social allowance formula — our Italy page sets out the 2026 figures — and the Sportello Unico assesses it on documents, not on what a household actually takes home. Rome’s Pakistani economy is hospitality, retail, transport and small business: sectors where part of the income is irregular, seasonal, or paid in ways that generate no payslip. A man running a successful takeaway can have a weaker file than a warehouse employee earning considerably less.

What the office wants to see is the tax return, the CUD or Modello Unico, pay slips where there is an employer, the business registration where there is a business, and bank statements that match. If a proposal comes from a Rome family in business, the useful question is not what the shop turns over. It is what the accountant can put on paper for the last tax year, and whether this year’s declaration will be filed in time. That conversation, had in February, saves a year.

There is a second Roman wrinkle. Seasonal hospitality work often comes with contracts that start and stop, and a gap in employment can mean a gap in the documented income the office averages. Keeping every contract and every payslip, including the short ones, is not bureaucratic fussiness here — it is the file.

The largest mosque in the Western world, and the one thing it cannot do

Rome has the Grande Moschea, inaugurated on 21 June 1995 on a thirty thousand square metre site, with capacity for up to twelve thousand worshippers and a build cost put at forty to fifty million euros, funded by Saudi Arabia and other Muslim-majority states. It is generally described as the largest mosque in the Western world, and it is the seat of the Centro Islamico Culturale d’Italia. For a Pakistani family moving to Rome, it is a serious piece of religious infrastructure in a city that otherwise has very little.

And it cannot marry you. Our Italy page explains why in full: Italy has concluded fourteen agreements with religious confessions since 1984 and none with Islam, so a marriage celebrated by an imam in Italy carries no automatic civil effect, however large or well established the mosque. The civil ceremony at the comune is the marriage.

The practical sequence for a Rome couple is therefore: the civil marriage at the comune or the municipio first, with the nulla osta and the publications in order, and the nikah alongside it, before or after, as the families prefer. Both ceremonies, two different registers, one of them legal. Families who do only the second one leave the wife with no marriage certificate, which means no residence application, no family allowances and no standing anywhere — and that is a cost she carries, not him.

The permesso, the queue, and the gap that costs you the clock

Nobody raises this before a rishta and it determines the next ten years, so we will.

Almost everything in Italian life for a non-EU national is counted in continuous lawful residence. The EU long-term residence permit comes after five years. Italian citizenship by residence comes after ten years for a non-EU national. Citizenship by marriage to an Italian comes after two years of legal residence in Italy from the wedding, or three years from the wedding if the couple live abroad, and those periods are halved where there are children born or adopted by the couple. Since 2018 the marriage route also requires Italian at B1 level, with exemptions including holders of the EU long-term permit. The application costs a 250 euro contribution plus a 16 euro stamp, and for applications made from 20 December 2020 the legal deadline is twenty-four months, extendable to thirty-six.

Now the trap. All of those clocks depend on the permesso being renewed without a break. Rome’s Questura queues are long, and a renewal left until the last fortnight can produce a gap between the old permit expiring and the new one issuing. The receipt for a renewal application protects your stay while it is pending, so keep it and keep a copy, but do not rely on goodwill: file the renewal early, every single time, and keep every receipt and every expired card in one folder for the next decade. People lose years of accumulated residence to a few weeks of inattention, and the loss is not recoverable.

For a bride arriving from Pakistan, start the same discipline in her first month. Her clock begins when her permit does, and it is her B1 certificate and her unbroken residence that will decide, years later, whether she is applying for citizenship or still renewing a card.

Where a Rome search widens to

North first, and without embarrassment. Milan is about three hours by fast train and Brescia a little beyond it, and between them Lombardy holds more than five times the Pakistani population of Lazio. Emilia-Romagna, on the same line and with nearly thirty thousand Pakistani residents, is the other obvious direction — we do not have a page for it yet, so ask us what we have if that is where you are looking.

Outward, Rome looks across the Mediterranean rather than over the Alps. Barcelona is on the same southern arc. Both countries set their own rules and neither resembles Italy’s.
